Everywhere I would not countenance them absolutely without explanation, but, in taking exception it might be added that the necessity for all such measures has arisen from the refusal of the Athenian court & community to build a decent prison, a refusal which has been over and over again commented on (which is to say the least most discreditable), and say with reference to M. Fleming's despatch No.10429 of 28 April that Lord Knutsford will be glad to receive his suggestions as soon as possible.
